This edition of The Olikeze Angle will shed more light on the crucial place of the civil service in process of governance and Rt Hon Victor Ochei's (Esq) antecedents in that regard.

It is important we recognize the truism of government being a continuum, as the existence of the Civil Service and its role as a stabilizing static, makes that indubitable. Thus, where we claim preparedness to lead or govern the state, we also promise to relate appropriately and progressively with the Public Service.
The build and component features of the civil service, makes it the sub driver of any government, and therefore when we factor in on abnormalities and faults in out social system, it is ultimately traceable to how boisterous, well nurtured and well administered our Ministries, Directorates, Departments and Agencies are.
Electing and indeed changing the government is just one part of the solution to our problems, because the change we can effect which will in turn create a Tasteful reality of opportunities and possibilities, can only be far reaching with a functional and healthy public sector.
Since the return to democracy in 1999 till date, we must admit that while the public sector participation increased astronomically in the state, the necessary improvements or much expected positive results didn't and haven't materialized. The executive arm has overtime proven to being short of the willpower and ideas to truly improve the working conditions and standard of the public sector. Sadly, this has created a serious imbalance and increased problem of its functionality, similarly it burdens the state's finances with a huge wage bill and bulky recurrent expenditure, with no benefits.
The regeneration of the civil service and its proximity to new and healthy trends in governance administration, remains a vital and exponentially positive exercise that has the power to break the bounds of mediocrity and cut down the illiteracy level in the state. Despite the unideal reality that the civil service remains the highest employer of labour, it is however not to be seen as only negative. This rather yet provides with the opportunity to spread the renewed consciousness of governance in the state.
Availing civil servants in the state the opportunity to get necessary exposure from time to time, and creating an easy access to educational add-on in the process of engagement will be key to instituting the change, while engaging every hand and mind that can be spared is the pathway to excelling in governance.
Understanding the tier pattern of the govt we practice in this part of the world, Rt Hon Victor Ochei Esq, readily provides the rare and pacesetting instance of a progressive and disciplined leader amongst public servants in Delta state. The office of the Speaker, DTHA is a legislative one and irrespective of its Hierarchy in Govt, it is nevertheless handicap in major affairs like policy execution and the day to day running of Govt.
Notably however, is the nature of the House of Assembly which is structured to have a Service Commission and a civil service kind of setting. This therefore equips the Assembly with its own Unique staff of which the Speaker is responsible for their welfare.
Before 2011, the disorganized and sorry looking state of the Assembly gave no hope for a renewed Legislative Arm of government, and killed the zeal and drive to work as expected. The Speakership tenure of Rt Hon Victor Ochei Esq, saw through the rehabilitation and pioneering of a new ultramodern complex (by specification) to cater for office and duty posts for staff of the Commission. A feat he achieved in less than 3years. Similarly, he saw to it that the yearly training exercise for staffs of the Commission was always approved.
Also, as a Speaker Victor Ochei, Esq remained committed to staff welfare. He was discovered severally to have personally carried the files, requests and needs of all who worked at the House and Commission through the gates and into the governor's office for speedy attention.
The area of diligence and dedication to work also witnessed a touch during The Speakership tenure of Ochei, as it is on record, the steps he took to ensure that workers take their work seriously. In the face of dire odds, he boldly introduced the Clocking Machine which helped to checkmate absenteeism and ghost workers in the Commission and Assembly. Such nasty traits of joking with govt work and irresponsibility are part of the problem of our society which only has increased, however it is on record that Victor Ochei did something about it in the way he could.
The problem of 2019 is seeking one who can be open enough to engage all human resource available, innovatively and conservatively (where necessary). The antecedents of a man are pointers to his values and belief system.
As proponents of Progressivism, The best option for a change is one who knows and understands the necessary steps to take, and is bold enough to take them.
Judge a Man by the sincerity and Outcome of his Actions.
